Romania’s National Cyber Security Directorate Partners with SNC/GAI to Deploy Binary Armor® OT‑Security Pilots Supporting NIS2 Implementation

BURCHAREST (June 25, 2026) — Romania took a decisive step to strengthen the cybersecurity of its critical infrastructure and digital government services as Sierra Nevada Company, LLC (SNC) and its subsidiary Global Aviation International (GAI) signed a cooperation agreement with the country’s national civilian cybersecurity authority. The National Cyber Security Directorate (DNSC) formalized a new partnership with the U.S. technology firm in Bucharest, marking a coordinated effort to bolster defenses across government networks, critical infrastructure, as well as manufacturing and energy sectors. The signing coincided with proof‑of‑concept deployments of SNC/GAI’s Binary Armor® technology in Romanian operational environments, establishing one of the most comprehensive cybersecurity pilot programs Romania has undertaken to date.

The agreement comes at a critical moment. Romania has fully implemented the European Union’s NIS2 Directive, a farreaching regulation that requires essential public and privatesector operators to adopt stronger cybersecurity safeguards and report major incidents within tight timeframes. As energy companies, public institutions and operators of essential services adapt to the new requirements, the Romanian government is moving quickly to integrate proven operationaltechnology (OT) protection tools into its cyber defense strategy. Binary Armor, SNC/GAI’s inline OT cybersecurity platform, was installed during a two-week period recently at three energysector companies that fall directly under NIS2 oversight. 

“Romania’s critical infrastructure faces the same threats confronting every EU member state, and the stakes are rising under NIS2,” said Dan Cîmpean, director of the DNSC. “Our cooperation with SNC/GAI supports our mission to strengthen cyber resilience across essential sectors. These pilots provide a realworld demonstration of how advanced OT protection technologies can reduce risk, improve incident visibility and help organizations meet their obligations under national cybersecurity law.” 

The partnership with DNSC places SNC/GAI within Romania’s national cybersecurity supervisory framework, aligning the company with the authority responsible for implementing and enforcing NIS2 across essential and important entities. Together, the agreement underscores Romania’s intent to pair regulatory enforcement with practical, operational deployment of cyber‑defense technologies.

Binary Armor, the technology at the center of the pilot initiative, is built to protect industrial control systems by inspecting every command in real time, enforcing a strict whitelist of approved operations, and generating comprehensive logs of permitted and blocked actions. Certified to IEC 62443‑3‑3 and NIAP Common Criteria standards, the system is tailored for the sectors most affected by NIS2, including energy, water, transportation and manufacturing. In Romania, where energy infrastructure has become a focal point of cyberrisk management, the pilots in the energy sector demonstrate immediate operational relevance and allow operators to evaluate the technology directly within their own facilities.
