You will be responsible for all programmatic aspects of your assigned projects with specifically focused responsibility for customer relationship, cost, schedule and technical planning, tracking and reporting, technical execution, and ensuring overall program performance objectives are achieved. You will participate in business resource planning/tracking in coordination with other corporate entities and responsible to formulate a team that can fulfill program requirements. You will be responsible for ensuring program issues and problems are identified, tracked, and resolved. You will be responsible for program risk management and ensuring risks are identified, mitigated, tracked, and managed. You'll be responsible for conducting routine meetings, interfacing on project/program status, developing proposals, researching/fact-finding, coordinating audits, and negotiating with project/program stakeholders to ensure enterprise initiatives meet cost, budget, and schedule constraints. You'll support the program director and Business Operations in fulfilling their responsibilities.

CRS2 Subcontract Program Manager (SPM) will report to the CRS2 Program Planning and Control (PP&C) Deputy Director. The SPM works as part of a collaborative Subcontract Management Team (SMT) including a subcontract administrator, budget manager, multiple cognizant engineers and technical personnel, and quality assurance personnel. The team is tasked with managing a large, complex and time-critical flight software development subcontract in support of the NASA CRS2 program. The SMT’s overarching responsibility is to manage the subcontractor’s performance, risks, budget and schedule, ensuring that the subcontractor complies with all aspects of the subcontract and delivers software products that fully comply with all technical and performance requirements, and are delivered on time and on budget. Detailed responsibilities are provided below.
PRIMARY RESPONSIBILITIES INCLUDE:
Manage subcontractor program execution in a collaborative SMT environment.
Manage subcontract budgets and costs.
Identify, mitigate and resolve risks/issues to ensure all deliverable software products meet cost, schedule and technical requirements.
Serve as a liaison between the CRS2 Program and Supply Chain, Software Quality Assurance, and other functional organizations of Integrated Supply Chain Management in order to ensure subcontract products are delivered to the CRS2 Program within budget and on schedule.
As required, assist with developing, maintaining and updating subcontract requirements, Statements of Work (SOWs), terms and conditions, milestone payment plans, data deliverable requirements, and project/deliverable schedules.
Oversee management, storage and evaluation of data deliverables for compliance and completeness. Coordinate internal approvals of data deliverables.
As applicable, analyze critical cost, technical and schedule aspects of subcontractor change proposals paying special attention to price and any exceptions to terms, SOW, requirements specifications or any other key requirements, and assist in change proposal negotiations.
Evaluate and monitor supplier performance via methods such as on-site visits, program reviews, objective performance measurements, milestone achievement criteria, project schedule tracking, earned value tracking, risk burndown tracking, specification/SOW TBD/TBR tracking and other methods as needed.
Support and provide inputs to internal and external reporting requirements as required.
Respond to changing needs of operations, engineering and business management within the CRS2 Program by negotiating adjustments in supplier plans and delivery dates as required.
Assist in analysis of any invoice discrepancies, accounts payable issues or company cash flow challenges associated with subcontractor payments.

Punctuality to work each day and prepared to work scheduled work hours
On-site work at the SNC facility in Louisville, CO is required. Remote work is not supported.

Responsible for thoughtful adherence to all SNC Policies, Procedures, and Compliance regulations (internal and external).
Responsible for timely completion of assigned training.
Responsible for timely execution of all personnel-related activities such as Time Sheet completion, Annual Performance Evaluations, Succession Planning, etc.
Bachelor's degree in Business, or technical related discipline; Typically 3+ years of experience in Program Management is required; Relevant experience may be considered in lieu of required education
Proficient leadership abilities inclusive of successful change management, mentoring, career development, training, succession planning, holding people accountable, and conducting yearly reviews
Requires ability to manage complex situations, delegate authority, lead and inspire your team, drive innovative thinking, instill collaboration, drive for success, challenge status quo, and demonstrate the ability to adapt to dynamic situations
Experience in team building, time management, conflict resolution, communication, briefing, presentation, strategic thinking, marketing, and literacy in the program management disciplines.
Experience with the evaluation of requests for proposals and/or quotes. Experience with preparing, reviewing, and submitting proposals and/or quotes.
Understanding of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARS)
Working knowledge of Program Management Institute Program Body of Knowledge (PMBOK)
Program Management Professional (PMP) Certification
Managing projects using Capability Maturity Model Integration (CMMI), agile and or spiral development models
Managing projects requiring Earned Value Management
Understanding with application tools and data architectures
Ability to reinforce the usage & application of Corporate PM tools.
Ability to lead PM process & tool improvement for the Enterprise.
Ability to keep program management informed of function & process changes within project controls.
Ability to enhance program management expertise in the staff
Ability to establish centralized, coordinating body for PM concerns, recommendations, & issues; developing recommended process improvements; facilitating opportunities with Enterprise Program Finance
Ability to establish new & further refining existing templates, tools, & guidelines for program documentation & execution
Experience with ensuring compliance with approved Corporate and ISO 9001:2000 Policies and Processes
