SUMMARY: The COMSEC Account Manager is the principal responsible agent for the administration and oversight of the local facility COMSEC accounts. The position selectee will also provide ongoing support to other SNC facilities and affiliated field site program personnel and operations. Additionally, as a core program security team member, the chosen candidate will assume additional collateral duties in support of common security service functions (physical/program security) benefiting the IAS business area’s greater Colorado campus.

PRIMARY RESPONSIBILITIES INCLUDE:

  • Manage COMSEC accounts in accordance with NSA/CSS Policy Manual 3-16, NISPOM, and other applicable customer agency directives
  • Responsible for the receipt, transfer, accountability, safeguarding and destruction activities covering all COMSEC material for large and diverse accounts supporting multiple engineering/production, and contractor logistics support (CLS) programs
  • Forecast, initiate and track government requests for cryptographic material in support of core and ad-hoc program efforts, ensuring availability of proper short titles pertinent to the active crypto periods
  • Oversight of various key loading devices (SKL, DTD, RASKL), encryption devices, and secure phone sets
  • Maintain COMSEC Accounting System (DIAS) and related records in accordance with governmental regulations
  • Support COMSEC material management for US Government Programs at CONUS field sites; provide subject matter expert (SME) services to multiple geographically dispersed program locations
  • Candidate will interface with internal/external customers to identify requirements and provide problem resolution
  • Enhance relationships and and work closely with local peer DoDAAC account POCs and on-site DoD personnel as primary SNC liaison, handling GFE assets and facilitating ongoing, routine transfer of CCI between accounts  
  • Oversee all COMSEC related investigations and comply with security procedures: investigate, prepare and submit COMSEC incident reports to multiple cognizant security authorities
  • Conduct semi-annual physical inventory of all COMSEC material, ensuring continuous company compliance
  • Oversee preparation for all COMSEC inspections, audits and Staff Assistance Visits
  • Work closely with program personnel, procurement, and vendor contacts for purchases of CCI material to ensure proper procedures and NSA physical security and accountability requirements are being applied to all COMSEC and SAASM controlled materials
  • Perform initial and refresher COMSEC and Crypto briefings and provide employee training on processes and procedures
  • Support the further development and administration of a robust training program for the COMSEC user community on handling and protection of keying material, aids and equipment
  • Assist in the preparation of documentation, work instructions, organizational processes, and providing business area stakeholders with relevant security policy guidance


ADDITIONAL RESPONSIBILITIES INCLUDE:

  • Serve as backup POC for the oversight of Physical Access Control Systems (PACS) / Intrusion Detection Systems (IDS)
  • Serve as Program Security Representative (PSR) for one or more classified programs
  • Participate in the development of Security Awareness, Training & Education (SATE) initiatives focused on a wide range of classified and proprietary programs  
  • Support corporate-wide security initiatives and project teams, and other duties as assigned
  • Punctuality to work each day, prepared to work scheduled hours with some additional on-call availability
  • Limited domestic travel may be required, to include SNC company facilities and DoD installation-hosted program operations

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:

  • Requires a BA/BS in Related Field. Relevant work experience may substitute for required education.
  • 6+ years of related Security experience.
  • Completion of National Security Agency (NSA) IAEC 2112 COMSEC Custodian Course Certification/Training and other IC agency COMSEC certifications
  • Detailed knowledge and demonstrated practical application of the National Security Agency (NSA) 3-16 COMSEC directives, CNSSI manuals 4001, 4003, 4004.1,4005, NISPOM and Intelligence Community Directives (ICD)
  • Detailed knowledge of cryptographic material management operations, including use of US Electronic Keying Management System (EKMS), and knowledge of Key Management Infrastructure (KMI)
  • Familiarity with Electronic Key Management System (EKMS) to Key Management Infrastructure (KMI) Transition Program, to include initial establishment of contractor facility hosted systems
  • Experience managing COMSEC hardware and crypto/KEYMAT inventories, and performing Local Management Device/Key Processor (LMD/KP) administration
  • Experience facilitating Over the Air Transfers (OTAT) of keying material desired
  • Ability to apply knowledge of government security requirements in a complex multi-level secure environment to ensure program compliance in non-routine situations
  • Knowledge of cleared contractor operations: computer, physical, technical and personnel security requirements
  • Highly proficient in written and verbal communication skills, with emphasis on clear and cogent presentation of complex information to a variety of diverse audiences
  • Knowledge and experience managing classified programs
  • Demonstrated success in well-reasoned decision making and reasoning in applying solutions to often ill-defined problems
  • Work independently to identify, assess & resolve unique security situations with innovative solutions geared to facilitate contract performance within the bounds of security requirements
