With your help, we will conduct many safe and successful missions over the next decade to deliver critical cargo to and from the International Space Station. These flights for NASA will enable us to build an unprecedented commercial space transportation network around the Dream Chaser, which provides affordable, cutting-edge orbital capability and return to Earth services onto runways around the globe. The future of space transportation is now. SUMMARY: Reports to the Space Systems Director of Contracts. Responsible for the management of assigned contracts. Ensures that Company policies and procedures are carried out consistently. Negotiates assigned programs in accordance with approved internal processes and government regulations. Serves as the point of contact between the Company and the customer on business/contractual matters.

PRIMARY RESPONSIBILITIES INCLUDE:

  • Point of contact for the customer on all assigned contractual matters
  • Provides coordination with other departments as necessary in the preparation of responses to customer correspondence and other requests
  • Maintains close, professional interface with internal and external customer personnel (technical, administrative and business)
  • Reviews RFP requirements for contract risk, recommends appropriate exceptions/fall-back positions accordingly
  • Develop in conjunction with the Program Manager, written negotiation strategies for all new awards and contract change activity
  • Reviews, recommends and negotiates terms and conditions; ensuring SNC protection in terms and conditions
  • Acts as Lead in customer negotiations with Program Management and Pricing Support management included in all discussions
  • Responsible for ensuring that all contract documents, data, deliverables, funding, etc. are posted to the Teamroom; to include the development and updates to Contract-specific matrix
  • Ensures contract files are maintained in an up-to-date and audit-ready condition with all contractual data, correspondence and status
  • Works with internal customers (program managers, program directors, etc. ) ensuring all communication with external customers is concise and consistent from both technical and contractual personnel
  • Oversees the preparation and delivery of customer required data and reports in compliance with contractual requirements; monitors status of day-to-day deliverables and preparation of shipping documents, DD-250s and DD-1149s
  • Ensures compliance with shipping schedules, design specifications, legal requirements and other contractual commitments
  • Monitors, in conjunction with the Program Manager, performance against the original cost allocation and contract requirements in order to anticipate necessary changes in contract funding or scope of work
  • Ensures timely customer notification of 75% funding limitation, as required by contract
  • Assists Finance in billing preparation; accuracy of contractual requirements (i. e. , T&M contracts (rates and categories); cost-type contracts (cost and scheduled); milestone and CLIN liquidation)
  • Reviews Tracking, reconciling, closing and reporting Unbilled status; leads in resolution of Invoice issues
  • Monitors Accounts Receivables on assigned contracts, ensuring prompt payment receipt
  • Initiates, in conjunction with the Program Manager, contract close-out process
  • Initiates Close-out process based on contract schedule and completion of deliverables
  • Monitors close-out process; ensuring contracts are closed expeditiously
  • In coordination with Corporate counsel, reviews NDAs, Teaming Agreements, and other strategic documents associated with assigned business area
  • Drafting, reviewing, posting and routing for approval; and prompt execution of agreements - ensuring protection of SNC interests in all agreements. Additional responsibilities include tracking and statusing all agreements
  • Reviews and coordinates all requests for data to ensure protection of Company and customer interests
  • Participates in monthly Program Management Reviews (PMRs)
  • Ensures that all contract status documents are maintained in a current and accurate manner
  • Reviews and approves work of assigned personnel
  • Provides support to all Contracts Department personnel, in individual's areas of expertise
  • Has acquired and maintains working knowledge of Federal and Commercial contract rules and regulations
  • Provide Contract Lead support for all proposals in the assigned business product line.
  • Assists Export Compliance Officer by reviewing contract for potential ITAR/EAR requirements and ensuring that export controlled data is not transmitted through the Contracts Department without appropriate export licenses
  • Ensures all tasks are performed within SNC stated guidelines and processes, as well as government and/or commercial guidelines (i.e. FAR, DFARS, UCC, etc.)
  • May provide direction / assistance to other Contracts personnel

ADDITIONAL RESPONSIBILITIES INCLUDE:

  • Punctuality to work each day and prepared to work scheduled work hours
  • Other duties as assigned

COMPLIANCE RESPONSIBILITIES:

  • Responsible for thoughtful adherence to all SNC Policies, Procedures, and Compliance regulations (internal and external)
  • Responsible for timely execution of all personnel-related activities such as Time Sheet completion, Performance Evaluations, Salary Reviews, Succession Planning, etc.
  • Responsible for leadership oversight and for ensuring Department/Team training

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:

  • Requires a BA/BS in Related Field. Relevant work experience may substitute for required education
  • 10+ years of related experience
  • Ability to problem solve - applying originality, creativity and initiative
  • Strong skills to plan, organize, multi-task, prioritize, and execute assigned workload to meet multiple deadlines
  • Detail-oriented, without losing sight of the big picture
  • Ability to interpret considerable data of a technical/programmatic nature in order to effectively and adequately perform duties and responsibilities
  • Collaborate effectively with co-workers; work with other departments and management (both within SNC and with the customer) in a professional manner
  • Extensive skills application in MS Office products, with Lotus Notes experience preferable
  • Ability to work well under pressure in a fast paced, changing environment

U.S. Citizenship status is required as this position needs to obtain U.S. Security Clearance for employment.
