SUMMARY: As part of the Business Area Business Operations organization, the Project Analyst provides direct program support to the Director of Programs, Program Managers, Associate Programs Managers, and Business Managers utilizing SNC’s integrated program and financial management tools. The Project Analyst partners with the appropriate corporate functional organizations to review, monitor, and control project data in support of monthly internal and external project reporting. The Project Analyst is responsible for providing support that is compliant with SNC’s Corporate Planning and Performance Measurement processes, and ultimately fulfills a key checks and balances role within the organization.

PRIMARY RESPONSIBILITIES INCLUDE:

BA/BU Program Proposal / Execution Responsibilities

Provide pricing documentation to be utilized in proposal development including ‘what-if’ program cost analysis

Provide assistance in development of payment plans (Milestone, CLIN Liquidation, etc.)

Assist in the utilization of product oriented or Business Area specific work breakdown structures (WBS) with responsibility assignment matrixes, WBS dictionaries, milestones, baseline establishment, and budgeting of projects/tasks

Provide assistance in timely completion of PMPs and program baseline upon Contract Negotiation

Review of Cobra budget data, ensuring budgets tie to program baseline and are not exceeding contract value

Work with PMs and APMs to complete program statusing, and ETC forecasting, resulting in accurate Program and Resource projections

Develop management by exception reporting and analysis for senior management review

Generate contractually required cost performance reports

Provide notification to the Contracts department on limitation of cost or funds as required by the contract

BA/BU Program Monitoring and Controlling Responsibilities

Provide Earned Value Management guidance, support, and reporting in accordance with established internal process and/or external requirements

Provide detailed cost/schedule performance reporting including variance analysis

Ensure accuracy of all program projections

Perform analysis and provide associated cost, performance, resource, non-labor commitments, actuals, and trend reports

Provide assistance in accurately claiming Earned Value

BA/BU General Business Area/Project Management team Support Responsibilities

Serve as the EVM tool subject matter expert for supported programs.  Ensure all data is timely and accurate, in accordance with the CPPM schedule

May support the Business Manager in: reviewing automated program reports, reviewing monthly update to Orders Forecast inputs - ensuring accuracy in project start date, period of performance and contract awards

Work with PMs to review, reconcile and approve monthly T&M billings

Assist in the development of work-at-risk requests

Review of monthly Cobra reporting, ensuring that all projections are loaded correctly (i.e. Future Order vs. Proposal vs. Contract)

Complete data quality checks

Ensure all program data set up is accurate and aligned with contract requirements throughout all required systems

BA/BU Collaboration and Representation Responsibilities

Participate in role specific working groups

Partner with other Business Areas and Corporate Functional groups on process and tool improvement as it relates to the Project Analyst role

ADDITIONAL RESPONSIBILITIES INCLUDE:

Punctuality to work each day and prepared to work scheduled work hours

EDUCATION, EXPERIENCE AND SKILLS REQUIRED:

Requires a BA/BS in Related Field.

Ability to analyze and effectively communicate programmatic and financial information

Ability to take initiative and be proactive to ensure quality and timeliness of deliverables

Ability to be resourceful and apply appropriate problem solving skills

Understanding of Program Management processes preferred  

Skilled in MS Office products

Note: Ability to obtain/maintain a security clearance may be required
